The union filed a grievance after the city police department banned smoking within operations area of the communications division in order to protect sensitive computer and fire suppression equipment.  After the grievance was initiated, discussions by the parties resulted in the establishment of a designated smoking area near the communications division.  A panel of arbitrators sustained the grievance and ordered the parties to resume impact bargaining over the effects of the smoking policy on the working conditions of the grievants.
