Faulkner v. Jones

A nonsmoking inmate brought a 42 U.S.C. sec. 1983 claim against various prison officials for having subjected him to exposure to secondhand smoke after he was transferred from a Wisconsin prison to one in Tennessee. The lawsuit was dismissed because Faulkner had no connection to Wisconsin and the defendant was a Tennessee resident.
