A nonsmoking inmate at the Dallas County Jail brought suit alleging that the jail’s smoking policy violates her constitutional protection against cruel and unusual punishment. She is seeking either an immediate transfer to the state prison system, which has already adopted a smoke-free policy, or the adoption of a policy banning smoking in DallasCounty jails.
